The Biden administration today announced a new environmental regulation that forces manufacturers of heavy trucks to quickly transition their new vehicles to electric power or other low-pollution technologies. The new rule does not mandate the use of electric motors, but rather sets increasingly strict emissions limits across manufacturers’ production lines. Officials project that it will increase the percentage of new nonpolluting long-haul trucks sold in the U.S. from 2 percent to as much as 25 percent by 2032. The shift to electric trucks lags far behind the adoption of electric personal vehicles, in part because electric eighteen-wheelers can cost two or three times as much as a diesel truck and require large, heavy batteries that reduce the truck’s capacity. Also, there are currently only 5,000 charging stations in the U.S. capable of serving heavy trucks, far fewer than what truckers say would be required to make the transition.

CNN —The International Criminal Court (ICC) has issued arrest warrants against two high-ranking Russian military figures, accusing them of war crimes against Ukrainian civilians. The ICC said they are responsible for war crimes of directing attacks at civilians, causing excessive harm to civilians and the crime against humanity of inhumane acts. “International justice requires time, but it is unavoidable.”Sokolov has been Russia’s commander for its Crimea-based Black Sea fleet since August 2022. The Kremlin has always dismissed accusations of war crimes. The court, which has 18 judges serving nine-year terms, tries four types of crimes: genocide, crimes against humanity, crimes of aggression and war crimes.

Wall Street returned to its winning ways this week — and Nvidia 's blowout earnings report Wednesday night was a big reason why. Twenty-six of our 32 portfolio stocks have delivered their results this earnings season (we didn't own Abbott Labs at the time of its report). It was a muted week for macroeconomic data, but we did get a slightly better-than-expected January existing home sales report on Thursday. In the week ahead, two more Club names are set to report earnings before a market-moving economic update arrives Thursday morning. The two other reports of note are the January new home sales report on Monday and ISM Manufacturing report on Friday.

Dividend stocks have come under pressure in today's higher interest rate environment as investors have turned to bonds with juicy yields. They all have a next-twelve-months price-to-earnings ratio lower than the index and a dividend yield higher than the index. It has a 4.3% dividend yield and has gained about 1% year to date. Another utility play, Exelon , has a 4% dividend yield and is also up less than 1% so far this year. Lastly, investment banking giant Morgan Stanley has slipped nearly 9% so far this year and has a 4% dividend yield.

☆ Middle East Crisis W.H.O. Describes Dire Conditions at One of Gaza’s Last Operating Hospitals

Israeli forces raided the grounds of the facility — one of the last and largest hospitals still in operation in Gaza — late Thursday. Gaza’s Health Ministry said on Friday that the electric generators powering the hospital had stopped, and that five patients had died as a result. Before the raid, the Israeli military ordered an evacuation of thousands of displaced people who had taken shelter at the hospital. Israel has repeatedly said that Hamas uses hospitals for military activities, a claim Hamas regularly denies. On Friday, the Israeli military said medication bearing the names of Israeli hostages had been discovered during a search.
